The Constitution of The Grand Council requires that a Proxy at the time of his appointment must be a member of the same Constituent Council as his principal, and must present a properly authenticated certificate of his appointment.
Every Illustrious Master, Deputy Master and Principal Conductor of the Work, if unable to attend in person, can appoint his Proxy.
